- Anton Montague Levesque- Senior Councselor to the Office of Policy Analysis. A gentle, elderly man of vast integrity and institutional knowledge from a long line of civil servants. Killed in the Dorehaven Incident
- Honoria Braithwaite-Kilcoyne- Perpetual Permanent Secretary of the Office of Legislative Affairs. A force to be reckoned with

His greatest enemy is chaos, both political and personal. Any person or any thing that brings the city and the country closer to anarchy can count Shrikeweed as a grim and dedicated foe.
MISCELLANEOUS NOTES
Quirks
- When nervous, unsettled, or in need of focus and control, he has a particular habit of turning things 3 times. Clockwise, anticlockwise, and clockwise again.
- Appears to have a bit of a masochistic streak, which also seems to be a means of gaining control and focus. It is unlikely that he would do great harm to himself, it seems to mostly consist of things like intentionally holding too-hot coffee-cups, or allowing himself to be beaten more than is necessary in boxing
